Abstract

The purpose of the article is to present the initial results of compiling a library register for institutions within the Novosibirsk scientific and educational complex, which possesses significant research, educational, and innovative industrial potential. The work was conducted in connection with realization by the Ministry of Science and Higher Education of the Russian Federation federal project to develop scientific and technical libraries in research institutions, higher education institutions, and continuing professional education institutions.
The systematic description of the library and information infrastructure of the Novosibirsk scientific and educational complex is presented: 1) libraries of scientific institutions under the scientific and methodological guidance of the Siberian Branch of the Russian Academy of Sciences, subordinate to the Ministry of Science and Higher Education of the Russian Federation; 2) libraries of industry research institutes and experimental design bureaus; 3) libraries of universities; 4) libraries of secondary vocational education institutions, with the introduction of the "library card" as a unified unit of record. This is the scientific novelty of the work being conducted at the first stage. The originality lies in its regional scale and practice-oriented nature (the register as a tool for the future integration of information resources).
The next stage is the creation of the unified electronic information and navigation portal for the libraries of research institutions, higher and secondary education institutions of Novosibirsk, to effectively develop and use the institutions' combined information resources and ensure access to information.

Abstract

The purpose of the article is to present the results of the study of the current state of presentation of journals on library and information topics in the National Bibliographic Database of Scientific Citation of the Russian Research Center and the List of peer–reviewed publications of the Higher Attestation Commission, where the basic results of theses, competing  for Candidate and Doctoral scientific degrees should be published. It is noted that the library and information sphere, which specialists provide information to scientists and specialists in various fields of science and practice, itself needs its own information infrastructure to ensure the practice of librarianship and bibliography and library and information science (library science, bibliography and book studies). 
The author analyzes the practice of indexing and archiving serials on the portal of the Scientific Electronic Library eLIBRARY.RU, integrated with the RSCI database, presentation of journals recommended in the List of peer – reviewed publications of the Higher Attestation Commission for the specialty “5.10.4. Library Science, Bibliography Science and Book Studies” and proposes options for adjusting the lists of journals in both directions.

Abstract

A library is an open system connected to the outside world by a variety of diverse and extensive connections, and influenced by all the basic laws and trends of society's development. The system of library legislation is formed by various laws and other regulatory acts issued in accordance with them, which directly or indirectly regulate the relationships that arise during the implementation of library activities. The purpose of the article is to analyze the basic directions of regulatory activities in the field of managing library depository collections’ preservation in the context of social, economic, and political transformations. 
The objective is to identify management and regulatory problems and propose solutions aimed at preserving the cultural and scientific heritage collected in the depository of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) and the collections of libraries of scientific institutions of the Siberian Branch of the Russian Academy of Sciences.
The methods used include content analysis, document analysis, comparative analysis, and others.

Abstract

The article aims at disclosing the role and value of the depository collection of the Central Scientific and Technical Library of the Federal state budgetary scientific institution “Institute of scientific and technical information” (CSTL FSBSI “ISTI”) in preserving the cultural and scientific heritage of Donbass. The authors have analyzed the results of monitoring scientific and technical resources of the depository collection of CSTL within the framework of which, first, examined the coal industry resources and related industries, reflecting the peculiarities of the region and industries, urgent for the region at the present stage. The article traces the main stages of CSTL development, the opening of which is directly related to the post-war reconstruction of Donbass. The authors characterize the collection of rare and valuable publications, most of which are related to the coal industry, which contains fundamental works of famous scientists in this field, including those on the Donetsk coal basin, as well as domestic and foreign scientific and technical journals since 1826.
In the conclusion, the problems of further development of CSTL depository collection are outlined, the priority tasks for preserving the documentary heritage of Donbass are proposed.

Abstract

The purpose of the article is to present the results of the analysis of regulatory legal acts that influence the development of program and project activities of libraries. Project development is one of the urgent tasks of modern librarianship, which has enormous potential in the field of culture. Regulatory acts that ensure the implementation and expansion of program and project activities (PPA) in the library sphere are not sufficiently studied. As a result of the research, it has been established that the formation of state support for program and project activities in Russia dates back to the early 1990s. The author states the promotion of the policy of stimulating the project management method in cultural institutions, in particular, in libraries since 2000 and its improvement in the following decade. The 2020s evidence a dynamic development of the process of state regulation of libraries’ PPA. More than a dozen regulatory documents have been identified, indicating that the legislative framework for PPA has now been conceptually formed, mechanisms for interaction between the state and libraries, the non-profit sector have been outlined, and tools for supporting projects in the field of culture and art have been formed.

Taking into account the provisions of the adopted regulatory documents, libraries will be able to build effective work in the field of PPA. Specific examples of successful application of acts in the practical field are presented.

Abstract

The purpose of the article is to present the development and current activities of the National Library of the Republic of Sakha (Yakutia) in the context of N. I. Tyulina’s typological concept, which defines the functions of national libraries as strategic cultural institutions. The study aims to identify the extent and particular features of how the library fulfills core typological functions: forming and preserving the national library collection, creating bibliographic information sources, providing comprehensive information and library services, conducting research, offering methodological support, coordinating the regional library system, and participating in interregional and international projects. Special attention is paid to the transformation of functions under the influence of digitalization, the socio-cultural context of the region, and the challenges of the 21st century. 
Using the case of the National Library of the Republic of Sakha (Yakutia), the author demonstrates how, by adapting N. I. Tyulina’s typological model to the conditions of the northern region, multilingual environment, and territorial remoteness, the regional library can function as the infrastructural foundation of the library system at the level of a constituent entity of the Russian Federation. The library develops its regional and national collections, builds the integrated cataloging system, and supports the digital library and bibliographic infrastructure.
Significant focus is placed on innovation: the creation of the “Unified Digital Environment for Yakutian Libraries”, the introduction of artificial intelligence for to improve service quality, and the expansion of remote access services and interlibrary cooperation.
The article concludes that N. I. Tyulina’s typological concept is highly relevant for national libraries of the constituent entities of the Russian Federation, as evidenced by the activities of the National Library of the Republic of Sakha (Yakutia), which performs key typological functions, develops them in modern conditions, and serves as the model of a sustainable regional library institution.

Abstract

In the context of digitalization and modernization of librarianship, national li-braries of republics solve the task of expanding opportunities for scientific and methodological assistance aimed at improving the effectiveness of library work in the region, identifying and disseminating best practices, innovations, and us-ing the results of scientific research in their practice. The purpose of the article is to reveal the role of the Scientific and Methodological Department of the Na-tional Library named after A. S. Pushkin of the Republic of Tyva in the crea-tion and development of the library network. The author presented the history of the establishment of the Methodological Department and the main stages of the development of scientific and methodological activities of the National Li-brary of the Republic of Tyva, and noted the expansion of its functions in con-nection with socio-economic changes in the country. The urgent tasks of the Department in recent years have become organization, coordination, improve-ment of work, professional development of librarians of the central library of the republic and libraries of the network; the main areas of work – information and consulting, analytical, publishing and educational activities. The author notes that at present there is a need to combine methodological work with modern types of management activities: innovation, marketing, as well as stra-tegic planning.

Abstract

In the context of digital transformation and rise of user expectations shaped by commercial online services, personalization of library and information services (LIS) is becoming a key factor for their relevance and demand. The purpose of this article is to systematize and analyze international experience in implementing personalization in LIS based on the review of scholarly publications. It traces the evolution of conceptual approaches: from early forms of Selective Dissemination of Information (SDI) and user-customized interfaces to modern proactive models based on artificial intelligence (AI) and the human- centered “Library 5.0” paradigm. The original periodization of LIS personalization concepts is proposed. The technological toolkit for personalization is systematized, including discovery systems, AI algorithms, and mobile technologies.

Key barriers are analyzed: technological, organizational, staffing, and financial, as well as ethical challenges related to user data privacy and algorithmic bias. It is concluded that successful personalization represents a comprehensive strategic transformation that changes not only the service portfolio but also the role of the librarian in the digital environment.

Abstract

The development of virtual reality applications is the promising area of library work, which makes it possible to attract readers, especially young people and students, and create a positive image of the library as a modern technological institution. The purpose of the article is to describe the technology of implementing a virtual guided tour through the halls of the Scientific Library of the Kemerovo State Institute of Culture. The article examines the features of the project’ target audience, provides the analysis of multimedia projects posted on the websites of various domestic and foreign cultural institutions, highlights important requirements that should be met by the interface design of a multimedia product, the advantages of VR tours in the university library’ activities, describes interactive features and the specifics of presenting information in each location of the tour. Special attention is paid to the user interface elements, their description (book exhibitions, equipment, audio and video content) and the content of the virtual tour’ interactive positions. The paper presents the software and hardware used to create a virtual tour, including interactive positions in locations. 
The article contains visual illustrations, and links for downloading and viewing VR tours. The results may be of interest to libraries developing their own virtual reality projects.

Abstract

The article describes educational activities of the Faculty of Information, Library and Museum Technologies (FILMT) of the Kemerovo State Institute of Culture (KEMSIK) and underlines the importance of the system approach to it in training future professionals.  The purpose of the article is to demonstrate trends in the development of educational activities and its specific features within the directions of the faculty. Basic regulations for educational activities in higher education are examined, and key areas of this work are identified: mass, group, and individual. Key directions of educational activities of the University of Culture are highlighted: humanism, patriotism, intercultural interaction, aesthetic education, individualism, integration of upbringing and pedagogy, professional orientation and adaptability, creativity, and social partnership. In the context of FILMT, which trains specialists for memory institutions, the following areas are emphasized: information culture and literacy, informational-c ommunicative competencies; moral-a esthetic education, civic position and social responsibility, professionalism, creative approach.

The description of educational activities of the faculty is provided, identifying main directions over the period from 2019 to 2024, highlighting existing problems.

Abstract

The article aims at characterizing the specific features of commemorative activities of one of the largest Russian universal research libraries — the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB AS) in the Soviet period. The phenomenon of historical memory became the research trend in Russian humanities of the first quarter of the XXI century reflecting a broader global interest in how societies construct, preserve, and reinterpret their past. The relevance stems from the shift in domestic Memory Studies toward examining libraries as unique agents of memory. For the first time commemorative activities of the large universal library, functioning as not only an information institute but also as the “institute of  memory” are being analyzed. The study demonstrates that in the 1960s–1970s the core practices of SPSTL SB AS were exhibitions tied to All-U nion jubilees and canonical dates; from the early 1980s, there was a marked turn toward cultural-h istorical and regional themes.
