Author Guidelines

Rules for admission and publication of materials in the journal

ACCEPTANCE OF ARTICLES

Submissions that meet the following requirements are accepted for consideration:

  • not published previously;
  • not pending in other journals;
  • reflecting new scientific and practical results;
  • containing original copyright text and correctly formatted quotes;
  • approved by all co-authors;
  • approved (explicitly or implicitly) by the organization in which the study was conducted;
  • drawn up in accordance with the Rules for the manuscript.

Legal issues related to publication in the journal, including the obligations of the sides (author and publisher), are regulated based on the Public Offer and signed consent to the processing of personal data. The conclusion of this Public Offer agreement on the part of the Author, that is, full and unconditional acceptance of the terms of this public offer agreement (acceptance), is sending the material through the personal account. Consent to the processing of personal data in order to submit them in the scientific journal "Proceedings of SPSTL SB RAS" includes: full name, place of work, postal address of the institution, position, academic degree and academic title. In addition, for work with the author, we need the following information: contact phone number, e-mail address. 
By submitting their materials to the editorial board of the journal, the authors guarantee they have exclusive rights to the material submitted for publication, which is their original, previously unpublished work. 
The signed original of the consent to processing personal data are to be send to the address: State Public Scientific-Technological Library of the Siberian Branch of the Russian Academy of Sciences, editor-in-chief of the scientific journal “Proceedings of SPSTL SB RAS” Artemyeva E. B.,15 Voskhod St., Novosibirsk, 630102.

The deadline for considering articles is 3 months from the date of receipt of the manuscript to the editorial office, the deadline for publishing articles is 6 months from the date of receipt of the manuscript to the editorial office.

 

REGISTRATION RULES

The manuscript should include:

  1. UDC Index;
  2. full title of the article – in Russian and in English – in small (lowercase) letters;
  3. information about the authors (surname, first name, middle name, academic degree and academic rank, position in the department of the institution,  full name of the place of work / study, postal address of the organization with an index, ORCID, E-mail) - in Russian and in English;
  4. abstract in which the purpose of the article, actuality and basic results of the research, practical significance should be indicated (1500-2000 characters) – in Russian and in English;
  5. keywords (5-10) - in Russian and in English;
  6. data for citing (bibliographic description of the article) – in Russian and in English;
  7. text of the article, that should be structured: Introduction; Main text – could include several entitled sections/subsections; Conclusion;
  8. tables and illustrations, numbered and entitled - titles in Russian and in English; illustrations – supplied with translations and legends. References for tables and illustrations in the text are obligatory. Tables, fit for editing, but not scanned or in figures are preferable. Illustrations and tables, published beforehand and reproduced invariably, should be marked with references to sources;
  9. list of references (at least 10 sources) is to be done in the order of mention in accordance with GOST R7.05-2008 “Bibliographic reference”; References – transliterated list of sources – the title of the publication translated into English; the title of the source – transliterated. One should indicate DOI of cited publication (if it has); all sources included in the References should have references in the text (marked with figures in square brackets) (for more informations, please see here);
  10. links to archival documents and newspaper publications are issued in the form of page-by-page links;
  11. links to electronic resources – are formed as page-by-page links – indication of the resource title, URL and date of access is obligatory;
  12. sources of funding (title and number of the research project the article belongs to) are indicated at the end of the article;
  13. when preparing the article by two or three authors (no more), it is necessary to indicate the contribution of each author;
  14. in the section ‘Acknowledgments” names of those who rendered assistance in preparing the article are noted.
  • The manuscript is presented as a file in doc / docx / rtf format.
  • The size of the article is 20,000 - 40,000 characters, including spaces and footnotes.
  • Page parameters, margins: top, bottom - 2 cm, left - 3 cm, right - 1.5 cm.
  • Font typeface - Times New Roman. Skittle of the main text - 14, footnotes, tables, signatures to tables and figures - 13; line spacing - 1.5 pt., in footnotes - 1 pt.
  • Indentation is automatically entered in the “Paragraph” settings (not by tabs or spaces).
  • Pictures (illustrations) should be informative, presented in the electronic form in a separate folder in jpeg format (resolution 300 dpi). The file name should correspond to the serial number of the figure in accordance with the appearance in the text; figure captions are required for each illustration in Russian and in English, the legend is also given in English;
  • Non-breaking spaces (Ctrl + Shift + space) are beaten off: initials of personalities, characters%, / and №, numbers from five characters (2000, but 20,000), abbreviations “etc.”, “etc.”;
  • Ranges (years, pages, etc.) are indicated through a short dash (Ctrl + minus sign in Num Lock): 5–10, not 5–10 or 5–10.
  • The title of the article is written with lowercase letters.
  • Quotation marks - only “Christmas trees” (exceptions: foreign “words”; quoted word inside a quote).
  • Abbreviations are deciphered at the first mention in the text. A list of abbreviations at the end of the article is allowed.
  • The editors do not accept articles made without observing the above rules.

Manuscript Review Procedure

All articles submitted to the editorial office are subject to independent peer review.

1. The manuscript of a scientific article submitted to the journal is reviewed by the executive secretary for compliance with the journal profile, the main provisions of the requirements for publications, design, approved by the journal’s editorial board.

2. Not allowed for publication in a scientific -practical journal:

  • articles containing previously published material
  • articles, designed without observing the rules for the design of journal’ articles
  • articles, which authors do not meet the constructive comments of the reviewer or do not refute them reasonably.

3. The executive secretary sends the article for review to two reviewers. Both members of the editorial board of the journal and highly qualified scientists and specialists of other organizations with deep professional knowledge and experience in the specific scientific field can be involved in reviewing manuscripts of articles as reviewers.

4. The review period is from 15 to 60 days.

5. Reviewing is practiced in a "blind mode": the author does not know the data about the reviewer (reviewers) and the reviewer (reviewers) do not know about the authors.

6. If the reviewer gives recommendations for correcting and finalizing the article, the executive secretary of the journal sends the author the text of the review with a proposal to take them into account when preparing a new version of the article or to refute them reasonably (partially or completely).

7. In the revised manuscript, it is necessary to single out in color the changes made. The article finalized (revised) by the author is re-sent for review. The date of receipt of the editorial office is the date of return of the revised article.

8. The editors reserve the right to reject the article if the author does not want to take into account the editors’ recommendations.

9. The article not recommended by the reviewer for publication is not accepted for re-consideration.

10. If there are negative reviews of the manuscript or its revised version, the article is rejected with the obligatory notification of the author about the reasons for such a decision.

11. Since the editorial board of the journal has made the decision to admit the article for publication, the executive secretary of the journal informs the author about that and indicates the possible publication dates.

12. The order of publishing articles is determined by the date of their receipt registration in the editorial office. Works, devoted to especially topical problems of science, as well as containing fundamentally new information, may be published out of turn by the editorial board decision.

13. Reviews are kept in the editorial office of the journal for at least 5 years. On receiving by the editorial office an appropriate request, copies of reviews may be sent to the Ministry of Science and Higher Education of the Russian Federation.

 

Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.

  1. The Author (authors) guarantees availability of exclusive rights to the material submitted for publication, which is original, not published anywhere before and agrees with the terms of the Public offer contract and accepts it, i.e. grants the Publisher exclusive rights on the present terms.

  2. The manuscripts are accepted if has not been published or submitted for publication elsewhere (or to give the explanation of it in the Comments for the editor).

  3. The materials should be prepared in a format OpenOffice, Microsoft Word, RTF, or World Perfect.

  4. Internet links are provided as a complete URL. 

  5. Text should be typed with an interval of one and a half line spacing, font Times New Roman, 14 pt; to highlight the accents it is recommended to use italics rather than underlining (except Internet links). All images, graphics and tables are placed within the text according to the meaning of the particular part of text  (and not at the end of the document).

  6. Text should follow the stylistic and bibliography requirements as stated in the “Rules for authors” located on the page "About the journal".

Authors, publishing their works in this journal agree with the following:

  • Authors reserve their rights on the material and present the journal the right of the first publication in accordance with the requirements of the Creative Commons Attribution License, which permits to distribute this work with the obligatory preservation of references on the authors of the original manuscript and publication in this journal.
  • Authors reserve their right to conclude separate contract agreements concerning non-exclusive distribution of the manuscript version as published here (e.g., placing it in the institutional repository or publishing in the book), with the reference on publication in this journal.
  • Authors have the right to post the material on the Internet (e.g., placing it in the institutional repository or on the personal site) before or during the process of its reviewing by the journal, as it could lead to productive discussion and more references on this work.

 

Privacy Statement

Specified when registering the names and addresses will be used solely for technical purposes of a contact with the Author or reviewers (editors) when preparing the article for publication. Private data will not be shared with other individuals and organizations.
