Abstract

The article is an attempt to comprehend interaction and mutual influence of the library environment and the humanitarian space of Novosibirsk. Global connections, characteristic of the modern society, actively influence the entire system of normative and regulatory means and mechanisms for coordinating the vital activity of individuals and communities on the territories of their residence. The targeted study of the “environment” as a condition for forming values, interests and preferences among real and potential consumers of information, then transforming into readers’ demands, becomes the necessary component of any modern library theoretical and practical activities and allows to significantly expand the traditional frames of studying readers’ needs by involving a large number of factors, signs, meanings that recreate the environment in which these needs are formed. A spatial approach to the analysis of the library environment in the urban context is a current trend in the professional discourse.

Abstract

Scientific work is one of the most important factors affecting the efficiency of individual libraries and the library industry as a whole. This is one of the main areas of regional universal scientific libraries’ work.
The purpose of the article is to trace how this type of libraries’ scientific work – of the Far Eastern State Scientific Library – evolved in 1930-2020: from implementation of scientific and informational activities to scientific-research ones, through participation in centralized and collective scientific studies to initiating their own investigations.
This work’ content aspects: priority topics of research and bibliographic products are in the center of consideration. The article also contains information about this library activity in terms of organizing and maintaining scientific communications.
Document analysis and bibliographic are the methods used in the work.

Abstract

The world experience of libraries’ practical activities shows that in the conditions of rapidly developing information technologies, a service-oriented approach is required when determining the strategic development goals in the field of technologies focused on users, to identify their needs and provide them with the necessary services. To solve the problems of increasing the efficiency of information and library services and information support of science by introducing modern service-oriented information and communication technologies, the urgent task is to develop a model for the effective organization of library processes and support of scientific communications in the web environment. The model is based on the automation of library processes; development strategies for library web resources (catalogs, databases), including heterogeneous information (text, video, audio, data, etc.) and virtual services (reference and bibliographic, library, etc.); implementation of systems for assessing their effectiveness using web analytics tools and qualitative methods, usability testing practices, methods of organizing and managing web representations.

Abstract

Promoting the regional educational potential strengthening, including means of meeting the teaching staff information needs is one of the priority tasks, facing the largest Novosibirsk scientific libraries. This study purpose has been to identify the character of teachers’ information addresses to the sources of the State Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) and Novosibirsk State Regional Scientific Library (NSRSL).
The analysis of teachers’ information needs, based on job responsibilities and knowledge requirements according to the Unified Qualification Directory of positions of managers, specialists and employees, has divided them into three categories: doctors of sciences, candidates of sciences and teachers without a scientific degree. The analysis of SPSTL SB RAS statistics has shown that among teachers who signed up for the library in the period 2016–2021, the share of candidates of sciences is 47,9%, doctors of sciences among teachers – users of the library is 9,6%. If considered by specialty, readers-teachers are mainly representatives of humanitarian (43%), technical (16%) and economic (11%) ones.
The analysis of demands has shown that teachers’ information needs are satisfied with the help of book publications, among which textbooks especially stand out. About 30,5% of circulation are books published before 1991. Need for information in their subject area is one of the basic factors that bring teachers into libraries. The analysis of statistics has shown that candidates of sciences most often turn to electronic resources, and this category of teachers also has the highest demand for exhibitions, open funds, references, xerocopying and the Internet class services.
In the whole, we can ascertain a comparatively high level of information needs satisfaction in the subject area. The average level of satisfaction is the need for information about teaching the subject methodology and information of a general pedagogical nature. Low level of satisfaction are needs for information related to the organization of the educational system.

Abstract

The purpose of the article is to present recommendations for optimizing websites / pages of libraries of scientific institutions of the Siberian Branch of the Russian Academy of Sciences (SB RAS). Recommendations have been formulated based on the results of the content analysis of websites of SB RAS scientific institutions’ libraries, carried out in 2021. The tool of the analysis was the content assessment checklist developed specifically for this study, based on the literature review and the author’s own experience. The checklist contains 50 questions divided into five sections: site information, web page design and functions, content and web services.
Websites / pages of 44 libraries of scientific-research institutions of Barnaul, Biysk, Irkutsk, Kemerovo, Krasnoyarsk, Novosibirsk, Omsk, Tomsk, Ulan-Ude, Yakutsk were studied; also an online survey was conducted of the staff of SB RAS scientific-research institutions’ libraries, concerning management and maintenance of websites / pages.
As a result of the analysis, it has been revealed that not all scientific institutions have links to their libraries on the main pages, libraries are presented mainly in the form of the webpage of the institute’s website, are not very well structured and organized. As a rule library sites do not use adaptive design, navigation tools are not everywhere available, users do not receive comprehensive information about information resources and library services, and virtual services are not developed.
Evaluation of the web content has made it possible to identify trends and problems in the state of scientific institutions libraries’ web sites.

Abstract

The issues of elaborating the professional standard «Specialist in library and information activities » as a normative and technological document regulating the processes of development and use of the personnel potential of the industry are considered. The article reveals the relevance of the document in the context of modern tasks facing the library and information sphere. Conceptual and methodological approaches to the development of the standard and the definition of its functional boundaries are analyzed.
The features of the development of a line of professional standards for library and information activities based on the differentiated approach are considered. The expediency of the integrated approach as a more rational one in the current conditions of professional standardization of library and information activities is substantiated.
The functional and logical structure of the professional standard and its correlation with the functional structure of the industry is presented.
The semantic series underlying the document decomposition is given. The list of generalized labor functions is given with the rationale for the definition as the title – «Library and information services for users». The author also substantiates separation of library and information services for children, library and information services for persons with disabilities, formation and promotion of local history library and information resources as independent labor functions.
The importance of representing labor actions and skills in the field of libraries information and analytical activities, in particular, checking for borrowings, conducting bibliometric analysis and monitoring, and working with open access resources, is emphasized. The significance of combining information technology and humanitarian components in the list of necessary knowledge for the modern librarian is pointed out. The names of new positions of library specialists, requirements for their education, training and work experience are given. In the conclusion, the role of the professional standard as the basis for the certification of library personnel, the development of their professional competencies and the level of qualifications is determined. It is substantiated that the professional standard is the tool for the rational use of library personnel, the improvement of all links in the system of continuous library and information education and the implementation of the state library personnel policy.

Abstract

Natural Language Рrocessing (NLP), defined, as the general direction of artificial intelligence and mathematical linguistics, is an important tool for understanding and processing a gigantic amount of unstructured data.
Representing theoretical and practical basis for solving a large number of problems, NLP is being actively studied by scientists around the world, since it is one of the most popular areas of data science and is used in many fields of human activity. The purpose of this bibliometric analysis is to identify the main research centers, research trends, the rating of leading Russian scientists in the field of NLP, as well as to show the picture of thematic fields’ distribution of publications. The results of the analysis will allow us to determine the dynamics of NLP field development in the domestic science and will provide scientists and specialists working in the field of NLP with up-to-date information on various aspects of the considered research area.
Russian Science Citation Index (RSCI) – the main scientometric database in our country was used as the data source for scientific publications in the field of NLP search. The RSCI platform contains information on current research areas, allows you to assess the productivity of scientists, scientific communities, etc.
The presented work will be interesting to researchers in the field of NLP, since it contains actual data on the development dynamics and structure of the documentary and information flow in the field of NLP in Russia, its distribution by branches of knowledge. Besides, the conducted bibliometric analysis of documents allows us to gain information about the authors most productively working in the studied area and their affiliations, as well as about the most cited articles – this is the review of the 30 most cited publications of Russian scientists and rating of TOP-10 scientific organizations of the Russian Federation by the number of publications reflecting the main problems and scientific achievements in the field of NLP.

Abstract

The “New holy russian patericon”, created in Siberia (Tobolsk, 1912), is a hagiographic monument that hardly attracted the attention of researchers. The article examines the relationship between A. I. Yurievsky’s work and such outstanding papers by hagiologists and hagiographers of the late XIX - early XX centuries, as the saints by Archbishops Dimitri (Sambikin) and Sergius (Spassky), N. Barsukov, Archimandrite Nicodemus, E. Poselyanin. The Patericon by A. I. Yurievsky is considered, on the one hand, as a project related to the activities of the Tobolsk Brotherhood in the name of Saint Demetrius of Thessalonica, on the other hand, as a part of the All–Russian project to familiarize the Russian Orthodox shrines, which was considered as a mean of countering the process of secularization which seized the Russian society at the beginning of the XX century. The article traces the specific connection of the patericon with the hagiographic works of the epoch: highlights the moments of conceptual influence, as well as their use as sources, in particular, when forming the list of ascetics. The paper presents the content of the available issues of the patericon, lists external characteristics of the publication, chronological frameworks of the collection.
The process of A. I. Yurievsky’s working on the patericon text retained in the publications of the Tobolsk Diocesan Bulletin: the writer’s hagiographic works not presented in the patericon were revealed, showing possible directions of his searches.
The article concludes that the material presented is only the first step of this topic study. Possible findings of the patericon other texts, use of textual analysis methods will allow to reveal the significance of the monument and more fully represent its place among the hagiographic monuments of the epoch.

Abstract

The article is the first to consider the problem of financing publication of scientific journals in the Siberian Branch of the Russian Academy of Sciences (SB RAS) in 2001–2010. The purpose of the study is to analyze the financial policy of SB RAS as a factor determining publication of scientific journals in the Siberian Branch.
The tasks are to compile a list of journals published at the expense of SB RAS, to identify other sources of their financing and to analyze normative-legislative acts of the Presidium of SB RAS on the questions of sharing finances for publishing scientific periodicals. The source base of the study consists of archival documents, regulatory legal acts of the Presidium of SB RAS, and also looked through de visu by the author all published at the expense of SB RAS scientific journals and the newspaper “Science in Siberia”.
The data revealed make it possible to identify the basic sources of financing scientific journals in SB RAS: 1) purposeful funding the publication of scientific journals in SB RAS; 2) means from the institutes – founders of scientific journals; 3) subscription for journals; 4) income from cooperation with the International Academic Publishing Company “Science”; 5) grants, funds; 6) sponsorship; 7) financial support of the Federal Targeted Programs.
The article makes more exact the amount of funding for scientific journals depending on their circulation. The data obtained specify and supplement the picture of publishing scientific journals in the region and the country as a whole. The experience gained in ensuring the financing of publishing scientific journals in SB RAS presented in this work can be useful even today when solving such issues.

Abstract

Libraries of institutions of the Russian Academy of Sciences (RAS) conduct elucidative activities, promoting popularization of knowledge, advancemtnt of the ideas of scientists, propagation of the achievements of regional science through the creation of information resources of their own generation. The Central Scientific Library of the Irkutsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences (CSL INTS SB RAS) maintains the electronic catalog of scientific publications held in its collections, as well as the Consolidated electronic catalog of publications from the collections of libraries of academic research institutes and institutions of Irkutsk and the Irkutsk region. The Central Scientific Library plans to create electronic memorial libraries dedicated to outstanding Siberian scientists.
The article presents the results of biobibliographic studies, which made it possible to identify new materials about one of the initiators of the creation of the Branch of the USSR Academy of Sciences in Irkutsk, Taras Timofeevich Deulya (1901–1974), Candidate of Geological and Mineralogical Sciences, Associate Professor of Irkutsk State University (ISU), scientist, teacher and public activist. In particular, the exact date of birth was established, the list of his unpublished works was discovered. Based on the collected material, the website will be created dedicated to the life and work of T. T. Deulya.

Abstract

The great role of reading in the life of an individual and the society conditions the actuality of the study.
For to recreate an integral picture of reading modifications of the population of the Siberian-Far Eastern region in the late XX - early XXI centuries, the author states and solves the following tasks: 1) to supplement the theoretical aspects of these modifications characteristics; 2) to identify and analyze the main modifications of the regional population reading during the period under review.
Theoretical principles of reading modifications have obtained an important progress. The comparison of the basic modifications, permitting to considerably enrich their characteristics and, thereby, to identify their similarities and differences and clarify their role in the human life has been made.
For the first time, the most common reading modifications have been revealed – business, entertaining and ordinary. They also have the widest text corpuses. Their readers’ audiences have appeared to be the most numerous. The results obtained give an idea about the most widespread reading modifications among the residents of the region and, accordingly, the mostly often- implemented reading functions, allow you to detail and supplement the reading picture of Siberian and the Far Eastern people during the period under study.

Abstract

In October, 1–2, in Novosibirsk, within the frameworks of the International Festival «Book Siberia», the IV International Book Forum «Reading Region. Book in the life of contemporaries» took place. Basic themes of the discussion were: the state and tendencies of the modern native book market; mechanisms of developing the infrastructure for reading; progress in the country and in the regions; support for child’s and young people’ reading; modern state of book business in foreign countries and etc. The article presents the results of the forum.
