Brief results of the International Scientific and Practical Conference «Science, Technology and Information in Libraries (Libway-2019)», held on the 1719 September in Irkutsk, are presented. Main organizers: State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS), Central Scientific Library of Irkutsk Scientific Center of the SB RAS, Irkutsk Regional State Universal Scientific Library named after I. I. Molchanov-Sibirsky.  

The conception of the term «publishing strategy» is given, its main elements are determined. Universal, specific and compound publishing strategies of existing publishing enterprises are considered. Characteristic features and advantages of each of them are defined. Specificity of the regional publishing space is revealed, possible options for the development of future publishing strategies are reflected.

The influence of new information technologies on samizdat periodicals is considered. Understand the benefits of online media. The development trends of the regional amateur network press are analyzed. Characterized by the genre-thematic composition and the target audience of Siberian non-professional Internet newspapers and magazines.

The author determines the role that local editions had in forming personal libraries of the Russian Far East in the XIX – early XX century, and how regional book publishing met the needs of the Far Eastern readers – are the questions considered. On the grounds of the author’s database of books printed in the Russian Far East, the results of the quantitative and thematictypological analysis of regional book products in the pre-revolutionary period are presented.

Academic libraries in the region are organized according to the territorial and departmental principles as components of variously directed in their activities scientific centers of the Siberian Branch of the Russian Academy of Sciences (SB RAS). In the context of transformation of institutional management system, it is important to proceed with information and methodical support, rendered by SPSL SB RAS to SB RAS libraries. Besides, information support of educational and scientific interests of scholars and specialists needs higher level of integration of resources and service technologies for academic, university and regional scientific libraries, and this direction requires comprehension on the part of the library community.

On the example of SPSTL SB RAS, the authors illustrate how transformation of educational value basis affects ideology and technology of library activity, demanding modernization of its contents in the sphere of actual educational environmental construction.

The importance of innovations in interlibrary services under the conditions of active implementation of information and communication technologies (ICT), the development of virtual space and e-book use is pointed at. Domestic and foreign data on innovative methods of lending documents through interlibrary loan and document delivery (ILL and DD) are summarized. Service innovations on acquisition of editions based on ILL orders; modifications of electronic access to documents; borrowings of e-books and digitized materials by ILL are considered.

The article is devoted to the results of the analysis of the situation on defense of dissertations marked «for official use» in the USSR and Russia. There were rules and regulations governing this process. Due to the numerous abuses associated with the reluctance of open publication of scientific works, the defense of dissertations without secret information, not posted on the Internet, has become impossible. Thus, the receipt of dissertations «DSP» and the authors’ papers into the library stocks has ceased.

The results of the study of electronic catalogs of the largest Russian libraries of various types are presented. Particular attention is paid at search capabilities of libraries’ electronic catalogs, their availability and problems of user’s perception of the information provided.

The system of information support of agrarian science of Siberia, created by the Siberian scientific agricultural library, based on its information resources and intercommunications with agricultural libraries of the region, is analyzed. The results of the study of organizational and structural transformations in the management and information support for scientists in the modern period and the analysis of the status of libraries of research institutes are presented. The role of SibSAL as an interlink in maintenance of the united information space of agrarian science of Siberia is shown.

The article is devoted to the study of professional reader’s interests of library specialists, based on the method of analysis of library blogs and social network Facebook. The author notes the high communication potential of blogs, but emphasizes the instability of this online genre. With the advent of social networks – the author states – blogging as a tool of the Internet communication has faded into the background. At the same time, both library blogs and social networks are good sources of information about the reader’s interests of library professionals. The author distinguishes two blocks of professional reader’s interests, reflecting information needs of this professional group: general professional, caused by belonging to the professional community, and specific caused by private factors. Analysis of library blogs and social networks is the method that allows getting sufficiently objective data that is associated with psychological peculiarities of the network communication, the main of which is its informal nature, predetermined by trust relationships between the participants.

Active changes are taking place in determining the place of libraries in cultural, scientific, education and information infrastructures of the society. Assuming, that with the help of marketing it is possible to form public opinion about the specific library as well as about libraries in general, and also obtain support from library stakeholders, increase the visibility of libraries and enlarge the market share, specialists are adjusting marketing to the conditions of libraries’ functioning. The purpose of this study is to justify the importance of introducing marketing policy into the libraries’ activities.

The issues of library specialists’ competencies in the aspect of Federal State Educational Standards (GEF) are examined, the problems of determining competencies and their composition taking into account the requirements of the digital economy and the professional standard are identified. It is stated, that at present only lists of competencies of the Federal State Educational Standard are to be considered as the basic model of library specialists’ competencies. It is proposed to implement a number of special measures for to form the professional community’ consolidated position concerning the competences and their determination due to the type of the library and workers’ professional status.

The article presents the results of analysis of documents on the cultural heritage of Tuva peoples from the world's largest databases Scopus, Web of Science and the database of SPSTL SB RAS own generation "Scientific Sibiriсa". It reveals the most important problems of studying the cultural heritage, the most productive in publishing activity authors, periodicals, the most important monographs and dissertations devoted to studying the cultural heritage of Tuva.

The article highlights the issues of organizing social and communicative practices by means of library activities. The experience of the State Universal Scientific Library of the Krasnoyarsk Territory on forming communicative interaction of various social groups through information services, offices and the library communication system is considered.

The results of the scientific and practical arrangement with international participation – the book forum are presented, brief excerpts from the reports on the plenary session are given, topics of sections, speakers, and the range of issues addressed are named.
