Abstract

The purpose of the study is to characterize books from the priest Ioann Kirikov’s private library as a part of the KolyvanVoskresensk mining plants’ book collection, reconstruct the history of their existence and analyze Father Ioann’s approaches to collecting his library.

The article examines printed and handwritten documents of the second half of the 18th century, which belonged to the priest Ioann Kirikov (1720–1770) and included in the book collection of the Kolyvan-Voskresensk mining plants. The most extensive part of this collection is located now in the Department of Valuable and Rare Books of the Novosibirsk State Regional Scientific Library. While the biography and pastoral ministry of Father Ioann Kirikov are studied in sufficient detail, his private library and, consequently, his reader’s interests up today remained outside the field of view of researchers. The article provides detailed descriptions of printed and handwritten documents, analyzes ownership records and other identifying features. The authors pay special attention to handwritten documents introduced into scientific circulation for the first time.

Their composition, history of creation and other features are analyzed. Most of the documents are texts created during the era of Peter the Great, which did not lose their popularity in subsequent years. The study significantly complements the history of book distribution and reading, as well as the history of private librariesin the Russian Empire in the XVIII–XIX centuries.

Abstract

The purpose of the article is to give an idea of publishing educational and educationalmethodical literature on the disciplines taught in the West Siberian educational district in 1901-1917. The author provides statistical data, demonstrates the topical diversity of works, the structure and content of a number of publications.

The data from the Volume 2 of the “Union Catalog of Siberian and the Far Eastern Books” (Novosibirsk, 2004) made up the source base. When preparing the article bibliographic, statistical, analyticalthematic, historical-retrospective research methods were used.

Generalized data on the statistics and topics of educational and educational-methodical editions published in the printing houses of the West Siberian educational district at the beginning of the XX century are presented for the first time. The results of the statistical analysis indicate that Tomsk was the leader in publishing such literature. Among textbooks, teaching aids, lecture courses, there were works devoted to various disciplines.

The significant mass of publications consisted of programs, reports of educational institutions and societies, charters, instructions, protocols, works on the history of educational institutions.

Educational literature on technology and medicine was the most actively published.

Regular publication of educational and educationalmethodical literature in the West Siberian educational district was noted throughout the entire period, largely associated with the activities of higher educational institutions the Imperial Tomsk University and the Tomsk Technological Institute. Educational literature was prepared and published by leading teachers and professors of universities and in many cases was the result of their scientific research.

Abstract

The purpose of the article is to identify examples of the Far Eastern rock samizdat and alternative printing in the late 20th century, to trace the interconnection between informal musical activities and regional rock magazines.

The article examines the causes and prerequisites for the emergence and development of musical samizdat and alternative printing in the Russian Far East from the mid1980s to the early 2000s, highlights regional centers such as Magadan, Khabarovsk, and Vladivostok. It provides the description of musical publications from the late Soviet period, including DVR, Shtuchka, MITSAR, Provintsiya, Roker, and IGRA, as well as post-Soviet publications such as Grave Disgrace zine, RockListok, Pervy Pilot, Hatross zine, and Pantakrin.

The article identifies editorial teams and discusses the themes and contents of various sections. Attention is given to musical activities and the organization of rock festivals in Khabarovsk, Vladivostok, and Bolshoy Kamne, which contributed to the dissemination of printed materials.

The development of magazines is analyzed through the publishing activities of A. Gladchenko (from the handwritten fanzine Roker to the printed Grave Disgrace zine) and V. Mamontov (from Post-

Rock to Hatross zine). Evolutionary schemes of the Far Eastern rock samizdat and alternative printing is presented, alongside with examples of interaction within the region’s informal rock environment. The article reveals communication chains and connections among various publications, editors, and authors.

Abstract

The purpose of the article is to examine the current state of university book publishing in Buryatia in 2017–2021, to characterize the species diversity of their publications. The work contains the historiographic analysis of publications devoted to the problem under study using the example of university publishing houses in the country as a whole, including Siberian and the Far Eastern regions. Statistical data on the release of various types of documents are presented; the dynamics of the release of publications of higher educational institutions of the Republic of Buryatia is reflected: Buryat State University named after Dorzhi Banzarov, East Siberian State University of Technology and Management, East Siberian State Institute of Culture, Buryat State Agricultural Academy. The authors note that publishing houses of higher educational establishments annually demonstrate elevated rates of issuing various types of editions in the republic. Due to the need to provide the educational process with specialized publications, the main part of their repertoire includes, first, scientific and scholarly ones.

Abstract

The purpose of this article is to present the results of the development of educational activities in the national libraries of the Altai, Khakassia, Tyva, Buryatia, and Sakha (Yakutia) republics. The article examines the key prerequisites, factors, and conditions that have influenced the formation of libraries as centers of culture, education, and preservation of national heritage. It also covers the history, traditions, and innovations of the educational mission of regional national libraries.

Abstract

The publication bases on the results of the analytical study of the regional policy regulatory framework in the field of library management. The purpose of the article is to indicate the role of regulations in libraries’ interaction at the level of constituent entities of the Russian Federation (RF). The works of domestic theorists and practitioners on issues of legislation in the field of library science are under analysis. The analysis of document flows (Federal regulatory legal acts, publications, data from electronic databases of reference legal systems), regional legal acts (laws of constituent entities of the Russian Federation, constituent documents of libraries – charters) has been carried out.

The statistical results of the factual analysis of regional laws and regulations in the field of library management in the Federal districts of the Russian Federation on 01/01/2024 are presented.

The analysis of above-mentioned documents and the study of peculiarities of their organizational structure and functioning will help to define more exactly the place and role of central libraries of the constituent entities of the Russian Federation in the society. The results will help to clarify the participation of the State in the processes of library activities, and to expose the patterns of development of interrelations between regional authorities and libraries.

Abstract

The purpose of the article is to analyze the basic legislative acts that libraries must follow in their activities when restricting access to certain information and to reveal peculiarities of using editions that fall under restrictions in the information sphere.

Types of information, access to which is restricted, basing on the legislation acts of the Russian Federation, as well as the mode of storage and use of this information in libraries are considered.

The analysis of the modern legislative framework in the information sphere shows that in any democratic state the right to information is recognized as one of the fundamental rights, along with the right to life, liberty and personal integrity.

However, the practice of restricting widespread access to publications containing information that is considered “harmful” by the authorities or society according to certain parameters exists in almost all developed countries.

The current situation of applying existing legislative norms in practice consists in vagueness and lack of clarity of the requirements established in regulatory documents, which can be interpreted in different ways and therefore raise numerous questions. However, direct recommendations on how to work with publications containing restricted information are established only in relation to extremist materials.

Abstract

The determination of trends of evolution of the system of communications and services of scientific and technical information is one of the key tasks in the scientific-technical libraries’ activities aimed at realization of their functional appointment – information provision, popularization and usage of scientific experience both among students and in the scientific space that would lead to operative introduction of theoretical knowledge into practice.

The article contains the analysis of existing and perspective tendencies, determining the development of communications of scientific and technical information, using normative legal acts that build the juridical basis of the study.

The objective of the article is to present the results of the analysis of foreign and domestic experience of the leading scientific and technical libraries of the Russian Federation and the Union State (the Republic of Belarus), in order to determine the effectiveness of their functional purpose – information support, popularization and usage of scientific experience for forming the system of scientific communications on the territories of the new RF subjects, the Donetsk People’s Republic, in particular.

The necessity of modernizing the model of the Central Scientific and Technical Library of the Federal State Budgetary Institution “Institute of Scientific and Technical Information” (CSTL) as a digital center of scientific knowledge on the territory of the new subjects of the Russian Federation is indicated. As a result of the conducted research, the structure of CSTL, including a number of sectors is proposed, indicating the functional tasks and directions of their activities.

Abstract

The purpose of the article is to provide the developed navigator model as a single access point to information resources of Chelyabinsk scientific libraries. The article grounds the urgency of the common information-educational space of the large industrial city. Iintimated by the Chelyabinsk Regional Universal Scientific Library (CRUSL) project to create the navigator – the system of access to subscribed electronic information resources and Chelyabinsk scientific libraries’ resources of own generation serves this purpose. The creation of a single access point to Chelyabinsk scientific libraries’ information resources will allow institutions to optimize the costs for acquiring and storing information resources, as well as to coordinate effectively the activities of libraries in working with electronic resources and their use by readers.

Abstract

Today, the issues of accelerated achievement of technological sovereignty of our country are on the agenda. Patent information is a part of scientific and technical information to which inventors, patent attorneys and intellectual property specialists refer. Patent information has a number of advantages over other types of information, it includes technical information about the development and other materials related to the applicant, the copyright holder and the technical solution. However, despite the openness and relevance of information about new technical solutions, patent information is not yet in demand by the wide audience. Relevance of the article is conditioned by search for the most effective means of promoting patent information for its popularization and involvement of various social groups in these processes.

Said activity area becomes relevant for libraries that have patent collections, and requires formation of a bank of the best practices for promotion in the popular science editions, mass media, social networks, Internet and other sources.

The purpose of the article is to present the experience of the “All-Russia Patent and Technical Library” Center of the Federal Institute of Industrial Property on creation of information products on the basis of the State Patent Collection. We have characterized the types of materials based on patent information and, as a result, identified directions for adapting the technical language of patent documents to popular scientific forms of presenting information. These examples can be applied by libraries working with patent and scientific-technical information.

Abstract

The article analyzes the theoretical and practical aspects of the problem of introducing the “Training by Service” technology into the process of teaching bachelors in the specialty “Library and Information Activities”, which has become a mandatory educational program in the country’s universities since 2024. The relevance of the study presented by the authors is determined by the lack of developed tools for introducing this technology into the educational process of a specific area of education at the university. The purpose of the article is to consider the theoretical basis for implementing this program into the process of teaching bachelors in the specialty “Library and Information Activities”, taking into account the fact that any discipline included in the curriculum of the university should be aimed primarily at the formation and development of professional competencies.

The results of monitoring students’ activities during the project work showed the high potential of the designated technology for developing professional competencies of future librarians if based, in its practical tutorial implementation, on the main requirements for the professional model of a specialist, including a librarian, and the main principles of education in a higher educational establishment taken into account when developing methodological tools. The practical importance of the article consists in a set of recommendations for implementing the “Training by Service” technology in other universities and for other areas of training.
