Abstract

The book plays an important role in a human life, especially in childhood, shaping his intellectual and moral potential. Due to the lack of research on forming collections of literature for children in military libraries for officers, the author has appeared to be the first in domestic library science to consider these libraries’ catalogues of book collections for to reveal information about books for children. The purpose of this study is quantitative and qualitative analysis of publications for collections of literature for children in libraries for the Russian Army officer. Objectives of the study are: 1) to calculate absolute and relative indicators of availability of publications for children in the libraries for officers; 2) to determine reasons for the small number of departments for children; 3) to identify and analyze the legal basis for using collections of military libraries for officers by members of military personnel families.  The article uses source studying and comparative methods of research. The work bases on a wide representative source foundation – with the involvement of the main normative and legal documents, which clearly regulated the admission of family members of officers and officials, including children, to libraries at military assemblies, and catalogues of military officer libraries’ books for different years. According to this study results, children’s departments accounted for between 0.6 and 6.6% of officer libraries book collections.  The article details the repertoire of children’s departments (they contained works by both Russian and foreign authors). The reasons for the small number of children’s departments of officer libraries and the peculiarities of their recruitment with literature for children have been identified and analyzed. This study results have expanded the understanding of military officer libraries book collections and their role in the officers and their family members’ lives.

Abstract

Reading range modernization entails changes in social, political, economic and moral views of the society, and therefore studying this problem is an actual direction of modern research. In the pre-revolutionary period the predominating role of religion and church, characteristic for the traditional society in the whole, clearly revealed itself in the range of reading, which basic segment was religious and spiritual moral literature. Emergence of philosophic works, including those by F. Nietzsche with his critical attitude towards religion and church in the whole and Christianity in particular, should be stated as one of indications of the Siberians’ range of reading modernization in the period under study.  It has become the basic argument for to choose studying namely his works presence in Siberian libraries as the most obvious case of remote provinces inhabitants’ reading modernization at that time. The aim of the article is to identify modernization processes in the Siberians’ reading on the example of works by F. Nietzsche presence in it.  Information from 26 catalogues of Siberian pre-revolutionary libraries is given. They reflect collections of   19 libraries, located in provincial, regional and county centers. City public libraries as well as local commercial and community assembly ones, chosen because of their most openness to users, predominate. The results of the study show that during the period under review many Siberian libraries had works by F. Nietzsche. Their presence in the libraries of Siberia can be considered the evidence of reading and the whole book culture modernization in the region. The identified data allow to clarify and supplement the regional picture of library collections and the potential repertoire of the Siberians’ reading, as well as to add to the argument in favor of modernization processes presence in their reading in the late 19th – early 20th century.

Abstract

Intelligence is understood as a means of mental activity, that is, a means of generating, storing, understanding, transforming thoughts in a special intelligible space of the noosphere. Three types  of intellects are distinguished depending on the  thinking subject: Intelligence A is an individual  lively wit of a member of a society, which is  in his mind; Intelligence B is a social logos, which  is the core of abstract thought and speech sphere  of public consciousness (logosphere) and includes  the BB Bibliologo as one of its particular types;  Intelligence C is an artificial intelligence that exists  in a digital virtual reality (computer space  and time). Intelligence A is a natural one, operating with symbols (speech and images) in a psychical human world; Intelligence B is artificial, operating with cultural codes in a social environment; Intelligence C is artificial, operating with digital signals in an electronic virtual environment. Two ideological problems are examined: firstly, the problem of the intelligences A, B, C dynamics of development in biological and historical time; secondly, the problem of interaction of various intelligences in the modern society logo sphere. The conclusion that digital culture must be balanced by humanitarian (humanistic) culture, the bearer of which is book cultural heritage, is made. For this, each Russian library should be a center of Russian culture, combining three types of intelligences: 1) library logo; 2) artificial intelligence of free access; 3) lively intelligence of a library team.  The educational mission of Library Logos is to use their intellectual potential for to bring to senses (familiarize with the mind) the population of Russia. Moreover, it is desirable that our politicians should comprehend that the library is the humanistic stronghold of the nation, and digitalization (informatization, automation) is an auxiliary tool to strengthen book culture as the basic value of Russia.

Abstract

Media environment, emerged from the traditional system of mass communications and enriched with new opportunities for the community, is intensively developing in the modern society.  Scientists’ research shows that media defines modern existence, consciousness and values of anindividual and social groups. Media environment acts as the place of human existence   and means of influencing his consciousness. The author characterizes the media environment as the social space for the library institution, reveals the possibilities of the public library as the leader of public opinion and identifies technological features of introducing information influence into the library media communications.  With the development of the Internet technologies, mass communication has become open   and accessible to the library community. Modern library simultaneously acts as an active user ofmedia content and as an actor creating its own media products for a wide audience. However, these opportunities are mainly used for internal purposes: to reflect the life of the institution   and to disclose its information resources.  The article justifies the possibility of strengthening the social position of the library by assuming the role of the local community information leader.  The author comes to the conclusion, that social effectiveness of the library actor behavior in the media environment will be determined by two factors: the correspondence of the communication product to social demands and the power of information influence of the message and social consequences (actions).

Abstract

The library stock is a very complicated object, which key characteristic is a strict order of documents it consists of. The quality of library activities and effectiveness of library functioning as a whole depend on how it is organized. The stock arranging – as the process of its organization – presupposes search and taking decisions on the optimal regulating of documents in the stock. Rational stock arranging considerably increases operativeness of servicing readers thanks to reduction of time wastes for searching and delivering the documents asked, that, undoubtedly, is an important factor in the sphere of services provision, taking into account the speed of today life. Due to the active growth of documents’ quantity, that is characteristic for depository libraries, the need in vacant space increases yearly, selection and search for sources in the stock are getting more complicated. Besides, the problem of lack of space for stocks accommodation is connected with substantial widening of functions and changing the libraries growth, taking place under exterior conditions influence.  The urgent necessity for searching modern and  effective ways to solve this problem has become  the basic reason for specialists of the State Public  Scientific Technological Library of the Siberian  Branch of the Russian Academy of Sciences (SPSTL  SB RAS) to pay attention to, determined the  principle task: to work out the complex of measures for optimal arrangement of the Library stocks. Based on the materials, gained in the course of work from all departments that hold collections, and with their direct collaboration the document “Strategy of accommodating SPSTL SB RAS collections for the period of 2020–2030” has been created. The object of the article is to give the notion about the current situation and possible decisions of the abovementioned problem in the largest library in Siberia and the Russian Far East.

Abstract

The article presents the results of research carried from 1997 up to 2018 on the basis of the scientific library of the Omsk State Technical University. A definite part of the research was done together with the Department of Library and Information Work of Dostoevsky Omsk State University: the comparative analysis of the meaning aspects of students reading (types and kinds of literature, genres and authors); reading dynamism; factors and motivations influencing the readers’ activity; regularity of visiting the library. Special role is devoted to correlation of reading books in electronic and traditional forms. Changes in authors’ preferences that depended on many factors (environment, information technologies, library activities, advertisement offers, etc.) are examined in detail due to the period under study. Social networks as a new factor influencing the junior reading are observed. An important place in the article is given to the practical activity of the scientific library of the Omsk State Technical University for to promote reading among students. The article presents an analysis of educational and leisure activities of the library, in which literary and artistic, creative, intellectual competitions and projects, library actions for students take place.  Competition for the best reading group, literary artistic projects “Word modulations” and “Tints of colors”, students’ interuniversity literature society “Poetic studio” activities and others play an important role. The results of practical researches are visualized with the help of figures (diagrams, graphs) illustrating research data. This makes it possible to identify the factors of the library activity influence on reading dynamism in the period from 1997 up to 2018, correlate common and particular in artistic preferences, youth’ scientific interests and also aims of their visiting the library.

Abstract

Library as an ancient institution of written language, enlightenment, culture and education ever took a significant part in social life hence the library profession and training highly skilled specialists for the library sphere deserve special attention. Training of librarians in the constantly changing information society demands specialized government policy. The Republic of Uzbekistan government, in every possible way, favors the modernization of higher education in general and library education in particular, thus the formation of the young generation of specialists with high professional culture is one of the most important tasks for the republican government.  The development of all social spheres, active implementation of up-to-date information technologies and intensively developing industry call for the creation of a flexible and coordinated system of training of well-qualified specialists.  The necessity of elaboration and realization of a new model in library and information education in the Republic of Uzbekistan, which could meet the modern society needs and effectively respond to their changes, promoting the national library education accession to the world scientific and informative space is a long-term pressing question. Nowadays, higher library education  in the Republic of Uzbekistan still experiences  many difficulties and has many urgent problems  to solve, e.g.: – to implement step training of  specialists, – to organize the system of personnel  retraining, – to improve the selection of entering  educational institutions, – to widen the sphere  of making use of graduates, etc.  The article presents the experience of reforming library and information education in the Republic of Uzbekistan in different periods (since1970s – up to the present time). It has revealed both positive and negative sides of library education reformation in the Republic of Uzbekistan.

Abstract

An ideal is a significant component of the processes of self-education and professional formation, constituting the basis of an individual’s value consciousness and determining the life strategy of a student – the future specialist. Professional ideals form the student’s worldview and professional orientation, which is expressed in his behavior and attitude to reality. In psychological and pedagogical literature, the professional ideal is interpreted today as an image of professional excellence, as the supreme desired goal, idea and dream. Recently, we have witnessed a significantly increased interest of the foreign and domestic scientific community in the problem of the professional ideal and the features of its formation, which is associated with the general vectors of social development – modernization and democratization of all its spheres. Empirical studies of students’ professional values – that are engaged in the library field of preparation – show that traditionally the book is considered as the main value object, and often many of them explain their professional choice by the fact that they love the book, they cannot imagine their lives without it. Moreover, the undoubted general cultural value – the book – for the student – the future librarian is not only an object of reading, but also an important object of professional activity around which communication with the reader takes place, the meaning and purpose of the library. Reading is, in most cases, the necessary element of the student’s professional ideal. The future librarian should be an active, qualified reader, involved in book culture since his childhood, who cannot imagine his life without a home library, probably collected by his parents or, quite the reverse, begun to be formed by him. Broad reading interests, good literary taste, knowledge of literature and bibliography are the main characteristics of the future specialist in the library field. Students’ awareness of the essence of professional values, formation of their set and certainty in professional ideals contribute to the valuebased behavior and professional orientation, which lead to adequate ideas about the kernel and specifics of professional activities.

Abstract

The article reviews interdisciplinary problems as a versatile phenomenon. Interdisciplinary is more often understood as interaction between different scientific disciplines, which can range from simple exchange of ideas to organization of joint research activities. Taking into account this understanding of the interdisciplinary phenomenon, the prerequisites for joint scientific activity between library specialists and the medical (biologists) community are considered. An attempt is made to analyze the possibilities of the library scientific community to participate in such studies.  In the practical part, the Russian biomedical publications with the library employees’ participation, presented on the e Library platform, are analyzed: an array of interdisciplinary articles on this subject is revealed, the analysis of the sample by year, participation of authors, libraries, disciplines, scientometric indicators is carried out.  The results made it possible to understand the features of the tasks and the specifics of research strategies. Suggestions on possible trends of interdisciplinary researches development in the libraries of Russia are formulated. Conditions, contributing to increasing the chances of library specialists to be included in interdisciplinary researches are stated based on the Reference and Bibliographic Department of SB RAS experience.  Foreign interdisciplinary publications are considered by referring to reviews on this issue.  The studied articles from authoritative journals on informatics and librarianship testifies to the number growth publications in biomedical disciplines prepared with participation of library specialists. A review publication in the Journal of the Medical Library Association covering interdisciplinary publications with participation of library professionals for 2008 – 2017 served as a model for the analysis. The authors concluded that the main topics of cooperation between librarians and tutors were related to the assessment of medical and social aspects of patients’ health, the search for medical information and clinical decisionmaking.

Abstract

Socio-economic transformations taking place in the XXI century affect all spheres of science, education, culture and production, including book industry. The article substantiates the necessity of studying the innovative potential of book industry of Siberia, the dynamics of its main industries development – book publishing and printing.  The innovative potential of book industry is defined as the ability of book production institutions to implement effectively the specific tasks of preparing, producing and replicating print and electronic publications with the maximum use of available resources.  Conception of current processes of regional publishing business functioning is impossible without studying the history of regional book publishing, Siberian printing industry, specifics of publishing houses activities in the XX cent.  and in the first decades of the XXI cent. for to accentuate attention on the book industry innovative component, perspectives of material, technical, infrastructural, human, financial and other resources development under the conditions of impending global economic crisis, provoked as well by pandemia entailed by coronavirus infection spreading.   Further study, analysis and characteristics of each resource individually are necessary for to actualize and mobilize all compensatory mechanisms of introducing innovations for the future regional book industry development.

Abstract

The meeting of the section “Russian Book  Publishing: Regional Specifics, Channels  of Promotion,  Library Collections Formation”,  attended by theorists and practitioners of book  business: publishers, writers, booksellers, librarians, and readers, took place within the framework  of the “Book Siberia” International Festival and  the III Regional Book Forum with international  participation “The Information Society:  New Priorities of Book Culture”, held at SPSL SB  RAS on September 12–14, 2019.  There is a high degree of uneven development of territories in the Russian Federation compared with the majority of developed countries. This inequality is mainly determined by each region specifics, characterized by historically based specialization, particular geographical position, as well as innovation potential. The article presents the main problems of regional book industries: book publishing and dissemination, formation of book collections and brining books to the reader, stated by the discussion organizers – the authors of the paper, based on the participants’ opinions. Specialists discussed problems that exist in their field on the places and in Russian book culture in general, defined possible variants of cooperation of the process participants, perspective mechanisms of book industry functioning and developing for to create the united system of regional book publishing and distribution.

Abstract

Blind and visually impaired citizens are a special category of people with disabilities. According to the World Health Organization data, there are about 39 million blind people around the world and 246 million people have very low vision.  The formation of a barrier-free environment in the field of social services, culture, education, employment is the most important task for representatives of federal and regional authorities, ministries and departments. Institutions of various profiles are doing great work on socio cultural rehabilitation of persons with restricted health abilities and on ensuring them equal opportunities with other citizens to participate in social life. Library services for people with complete or partial loss of vision are part of the social rehabilitation system. People of this category are provided with information by special libraries for the blind and visually impaired as well as by the network of state and municipal libraries. In the context of globalization, there  rises the question of integrating special libraries for the blind and publicly accessible libraries into the  united system for to provide disabled people with  information services.  The article gives a brief characteristic of publications devoted to library services for blind and visually impaired citizens. Library specialists actively discuss ways of uniting resources and promoting services for people with total or partial loss of vision for to raise effectiveness in solving tasks of adaptation for this group of inhabitants.  Such system could support people, having restrictions on vision, in full realization of their rights and liberties, create conditions for raising culture of consumption of products and social sphere services.
