LIBRARY SCIENCE, BIBLIOGRAPHY: THEORY AND METHODOLOGY
The article elucidates directions of scientific-research work development in the field of forming and using library collections in SPSTL SB RAS. Within the frames of the Library scientific projects some problems of research activities – value, ideological, communicative and others – aimed at active practical reform and widening the professional field of scientific libraries system’ resource base are presented. The review of researches, done by the authors, includes the analysis of regularities and tendencies of the departmental and territorial system of libraries collections forming and preserving as well as approaches, forms and methods of studying documentary resources in the retrospective and at present – in the context of growing indicators of digital resources usage. The article exposes, on the one hand, the objective preconditions for libraries’ interaction and, on the other hand – negative tendencies such as growth of collections breaking up and non-coordination of document resources forming policy, further deepening of departmental and regional differences. The problem of territorial libraries cooperation with the aim of growing the joint territorial library stock effectiveness is actual. Scientific-research work (SRW) in the large modern library is an independent complex kind of activities, promoting its development as an open social system and its vital preservation in the environment of other information structures. Departmental, regional, national research programs determine libraries scientific research themes. The results of libraries scientific-research work are regarded as equal with other scientific-research establishments’ contribution into the solution of the large-scaled scientific-industrial problems.
BOOK HERITAGE AND BOOK CULTURE
Today it is widely practiced to exhibit autographs, inscriptions at exhibitions in museums, institutions of science, education and culture. This is due to the increased interest in the history of scientific research, personal and official relation-ships of people, and testifies to the urgency of the problem, that requires the attention of specialists.
According to Brockhaus and Efron, «the autographs of famous scientists, writers and poets constitute the true treasure of libraries ...» (Encyclopedic Dictionary of Brockhaus and Efron, St. Petersburg, 1890. T. 1, p. 123). Autographs, inscriptions on books can serve as an additional source of information about any author’s life, era, scientific or cultural phenomenon. In the libraries of the Academy of Sciences, one can find literature with autographs, donation inscriptions of scientists, various notes.
The purpose of the article is to bring to the readers some autographs, inscripts, their content, handwriting of prominent Russian scientists on books from the library stock of the Central Scientific Library of the Irkutsk Scientific Center SB RAS (СSL ISC SB RAS) (previously – the library of the East-Siberian Branch of the USSR Academy of Sciences), to tell about these books and their authors destinies. Responses to the article will help to determine the authorship of unidentified inscriptions.
In the course of the work, there were exposed and identified de visu books with autographs, donations (inscriptions) to the library from authors, to scientists from colleagues and owner’s inscriptions; the analysis of library materials was carried out, an attempt was made to systematize written sources with autographs and donations. At the second stage of the work, an electronic database was being compiled - the Catalog of Rare Books in EC IRBIS, which can be found on the library website.
INFORMATION AND LIBRARY SYSTEMS, RESOURCES AND TECHNOLOGIES
The corporate cataloguing technology has been widely used in Russian libraries to make bibliographic records (BR) of the electronic catalogue (EC). When selecting the proper sources of BR borrowings, many libraries have managed to reduce time and labor expenditures involved in making EC records. The paper provides examples of the most successful Russian corporate library information systems of the federal and regional level.
At the same time, most libraries have not solved the problem of reflecting information about the entire library stock in EC, which negatively affects the quality of EC services for users. The experience of federal libraries in solving it is considered. The main described methods of retrospective conversion of card catalogues are: manual keyboard entry, scanning of catalogue cards, recognition of scanned cards, BR making, and records borrowing from authoritative sources.
The purpose of this article is to study the effectiveness of using corporate cataloguing technology to perform retrospective conversion of card catalogues. To achieve this goal, the search for bibliographic records of documents published before 1991, and reflected in ECs of the Russian State Library (RSL) and the Russian National Library (RNL), in the LIBNET Corporate Cataloguing System (CCS), in the ARBICON resources and in the IRBIS-corporation was conducted in SPSTL SB RAS EC.
Based on the search result, it has been determined that the most acceptable sources of records borrowing are the electronic catalogues of RSL, RSL and the LIBNET CCS. The advantages and disadvantages of using ready-to-use BRs from the aforementioned sources have been defined. It has been fixed that when choosing the source for borrowing while conducting catalogues retro-conversion, it is necessary to take into account the collection specifics, records compliance with the requirements of a concrete library, compatibility of automated library-information systems, readiness to pay for borrowing services, EC availability, and convenience of search.
At present, the formation of authoritative files system is an obligatory condition for organizing and managing electronic catalogues of large scientific libraries. SPSTL SB RAS is managing its own authoritative file of subject headings, the work on which began in 2008, and is actual until today.
The paper describes the results of creating and managing an authoritative file of subject headings of SPSTL SB RAS in the period of 2011 – 2020: the history of the file creation is mentioned; the importance of linguistic support of the electronic catalogue for conducting information search is marked; the necessity for analyzing the current state of affairs and evaluating the authoritative file quality is pointed out.
The analysis is based on the results of implementing the statement of work for creating the authoritative file; the program of step-by-step works is reproduced and the results of accomplishing each stage, the complexity of the tasks are evaluated.
The article indicates the need to edit subject headings in accordance with the requirements of the method of objectification; to pair information search languages: library and bibliographic indices of classification and subject headings. It also indicates the problem of filling the authoritative file with new subject headings, reveals the necessity of checking the vocabulary by alphabetical index. The conclusion forms the notion about the current state of the authoritative file, the terms of work on implementing the statement of work. The main problem of completing the creation of an authoritative file of subject headings of SPSTL SB RAS is indicated; ways to solve this problem are suggested.
The role and importance of the obligatory copy system in the life of the society is quite tangible. This system is the most important source of current acquisition of newly published national literature in libraries and bibliographic institutions. No other source of current acquisition can ensure the replenishment of libraries with such completeness and reliability as the legal deposit system. Wherever a work of literature is published (on the national territory), it will be delivered to libraries using the legal deposit system. The most complete collections of national literature will be available to scholars and specialists only in those libraries that enjoy the right to the legal deposit copy. The system of supplying libraries with the legal deposit copy in the Republic of Uzbekistan actively began to take shape in the 30s. XX century and was carried out through the Republican Library Collector established in Tashkent.
The acquisition of book collections in scientific and technical libraries was subordinated to the needs of the branches of science and production developing in the republic and was carried out selectively, but mainly based on the legal deposit copy. This situation persisted in the republics of the Soviet Union, including the Republic of Uzbekistan until 1991.
The article briefly presents the characteristics of the system of providing the libraries of the Republic of Uzbekistan with the legal copy of printed materials and presents the modern problem of regulation of the legal deposit system, which guarantees the replenishment of the national information and library stock.
Active expansion of methods for searching, collecting, processing, storing and providing information, as well as emergence of competitors for libraries, gave rise to the problem of the quality of services provided. To raise the quality of services, it is necessary to form the institutions’ own quality management system (QMS), based on the ISO 9000 series standards.
The article considers the main data of a number of libraries of the Russian Federation on the QMS implementation and development. The emphasis is made on the fact that implementation of the quality management system guarantees meeting the requirements and expectations of library users, and hence the implementation of one of the principles of the ISO 9001 standard - customer orientation. The quality management system gives confidence to the management and staff of the library, as well as to consumers in the provision and expectation of products and services that fully meet the requirements of the ISO 9001 quality standard.
It is emphasized that the QMS implementation is impossible without the library staff participation. It is important to share responsibilities among the library staff, to create a working group led by a senior management representative, to study customer requirements for the library’s products and services, and prepare and document the organization’s quality management system’ procedures. Continuous perfection of the library’s quality management system contributes to the improvement of the entire organization management activities.
The object of this article is to substantiate theoretically the importance of using the quality management system in modern libraries. In accordance with it, the following general scientific methods were applied: system analysis as the main method, content analysis of scientific articles and GOSTs of the 9000 series in the field of quality, terminological analysis.
EXPERIENCE EXCHANGE
The main purpose of the article is to present the experience in organizing users’ services at the Universal Literature Circulation Department of the Central Scientific Library (CSL) of the Federal Research Center “Krasnoyarsk Science Center” of the Siberian Branch of the Russian Academy of Sciences (FRC KSC SB RAS) in the period of spring - summer of 2020. Ways of solving the problems that arose in the libraries’ work due to restrictions caused by the COVID-19 pandemic are considered.
During the quarantine period, it became necessary to ensure the return and extension of literature in the conditions of limited contacts between the librarian and the reader. The following mechanisms for solving the problems were proposed: the possibility of remote extension of the period of documents usage with the help of a mobile communication device as well as of books return through the “book-box” at the checkpoint of the FRC KSC. When informing users in a remote mode, telephone calls, SMS and e-mail messages were used.
The preferences of readers when using various communication systems were analyzed: among the subscribers who used the remote method of extending books usage period, about half of the readers used Viber, one third used WhatsApp and about a fifth – e-mail. The efficiency of the work performed was determined: almost all users settled the matters with the library before August 31. At the same time, most of the books were returned or the period of usage was extended. Several reasons for effective work were highlighted: convenience of online renewal; no time limits for returning books; prompt notification of readers about new opportunities. The advantages of the proposed technology (the fulfillment of quarantine requirements, convenience of remote work for readers, and, as a result, promptness of performing actions on their part) and disadvantages (additional work to preserve information when using the employee’s personal smartphone, lack of personal contact between the librarian and the reader are emphasized.
The activity of the Circulation Department is assessed as satisfactory according to the selected set of criteria. The considered method of the Department work, taking into account the quarantine requirements, is recognized as promising.
The article examines the advertising activities of scientific libraries during the pandemic period, including the role and importance of advertising in the process of promoting library and information services and products. The author notes that advertising allows to reach a wider audience in a short time, to increase the efficiency and quality of the service process and to ensure the stability of the library position in the society.
Advertising can create a stable information demand for definit library and information services and products. The article also touches questions of SMM (Social Media Marketing) usage in libraries.
It is emphasized that SMM is a solution for marketing issues of the library through social networks. Its main purpose is to provide the profile audience with information about the library’s services and products in the form of feedback, communication with the user and exchange of their views, as well as to encourage them to use the library resources as a whole. The advantage of using SMM instruments is the possibility to attract more users. The author also studied the activities of one of the largest Azerbaijani libraries during the pandemic and came to the conclusion that in the current situation on the information market, the leader-ship of publishing and bookselling enterprises with advertizing services and products is obvious. In this connection such coordination of libraries with these enterprises can support and maintain the position of the library in the society.
DISCUSSIONS
The neologism “Bibliologos” is literally translated from Greek as a “Book mind”. Real areas of bibliologos existence are education, science, management. Bibliologos can be considered from three points of view: first, genetic (or rather epistemological, theoretical and cognitive) measurement, revealing the initial substances and philosophical categories that are inherent to both the National Logos in general and its varieties – Bibliologos; secondly, the socio-functional dimension, considering the productive forces, material tools and bibliosphere technologies; thirdly, system-structural measurement, studying signs, symbols and documents that form the system of bibliologos. Hence, there are three private definitions: genetic, functional and system-structural. The generalization of private definitions is the general definition: Bibliologos-Σ is a collective mind of a civilized society in the form of a productive force providing creation, preservation, use of book culture.
The idea of the Bibliologos in all interpretations will undoubtedly find use in such areas of modern mental labor as education, science, management for to educate a new type of person. It is obvious. Prospects of the synthesis of book culture and digital culture are problematic. It should be assumed that in the future digital sphere for processing the Big Data arrays, Big Logos will be required as the universal vaccine from ignorance and nonsense.
The article considers the main problems and challenges facing scientific libraries in the context of the rapid development of information technologies. The article presents the discussion of library specialists who support various positions, the analysis of trends, and possible scenarios for the future existence of scientific libraries.
The relations of "letters" and "figures" changing against the background of general digitalization are shown, the possibilities and conditions of their effective interaction are analyzed. The conclusion is made about the expediency of combining the achievements of the past and the future in the knowledge transfer. It reflects the fundamental trends in the needs of users, changes in the services provided and the existing competencies of scientific libraries staff.
Attention is drawn to objective and subjective reasons that hinder the innovative development of the library sphere. The information and communication potential and the possibilities of integrating librarians into the process of scientific research are shown on the example of SPSTL SB RAS. The authors have identified and summarized the basic recommendations for optimizing the situation, taking into account the best domestic and foreign experience, with an emphasis on key problems.
