Abstract

The article presents the results of work on archaeographic research of the Metropolinate of Novosibirsk parish book collections, done in 2019–2020. The researchers of the Department of Rare Books and Manuscripts of SPSTL SB RAS inventoried the books of Cyrillic and civil press kept in the parish library of Holy Apostle and Evangelist Luke in Kupino (Kupinsky district of Novosibirsk province). 35 Orthodox books of the Cyrillic tradition and of the Russian civil type of the first half of the 17th – early 20th centuries were made known, among them, 2 editions of the 17th century printed by the Moscow Print Yard, 4 Old Believer editions of the late 19th – early 20th centuries, 19 Synodal editions of the Cyrillic type from the late 18th to the early 20th centuries and 12 Synodal editions of the Russian civil type. The aim of the article is to present the results of scientific description and an archaeographic analysis of individual features of the most interesting book exemplars. Through complication of describing such book collections, which did not usually preserve intact or partially samples of pre-revolutionary parish book stocks and were shaped from various sources, priority was given to describing the owner’s signs of each sample that reflected the history of their existence in one or another social environment. Among the earliest there were described the perfectly preserved Moscow Gospel of 1627, the owner’s and donative records of which reflected its displacement from the territory of the Grand Duchy of Lithuania to Moscovia, where it could have come after Smolensk campaign of Tsar Alexey Mikhailovich. Another interesting example of editions of the Moscow Print Yard already from the post-schism period is the Irmologion of 1657, in which course of the description significant differences from other known copies were revealed. The late Old Believers liturgical books, that preserved the fragments of hand-written and early printed books, give interesting owners signs. The collection of synodal publications of the St Luke parish library covers a wide chronological and thematic range. Besides liturgical books such as psalteries, missal books, miscellanies of Akathist hymns there are also collections of sermons, manuals on theology, church singing and Sacred history. The article presents brief versions of the books of Cyrillic press of the St Like parish library, clearly showing the wide geographical distribution of the Russian Orthodox book both in the late medieval times and in the 20th century, as well as characteristic signs of its existence in various readership.

Abstract

The object of consideration in the article is a hook notation miscellany from the library of Siberian Old Believers- stranniki (wanderers), a copy of which is kept in the collections of the Institute of History of the Siberian Branch of the Russian Academy of Sciences (II SB RAS 4/01g). The purpose of the study is to determine the degree of correspondence of this miscellany to the typical Obikhod by methods of paleography and codicology and to identify signs of transformation of its structure. The analysis is carried out at the level of handwriting, internal design and editorship of the hymnographic text, repertoire of chants and principles of their unification into large sections. The study has stated that the collection is a possessory convolute of six independent manuscripts, compiled not earlier than the first half of the XX century. Its structure is based on the book of songs Obikhod of the Pomorian Old Believers editorship, the transformation of which was carried out by expanding the repertoire by introducing chants traditionally belonging to another singing book - Oktoikh. It is concluded that the compiler of the convolute formed it purposefully, striving to create a book of songs of universal content.

Abstract

Here the authors present another article from the series devoted to the work of libraries of academic institutions and their staff during the Great Patriotic War. The article bases on the documents found in the archive of the Library for Natural Sciences of the Russian Academy of Sciences, Moscow and St. Petersburg Archives of the Academy of Sciences. The authors used the general scientific methodology, applying source study, archaeographic and analytical-synthetic methods of work with archival documents. This work is devoted to the grandiose event, preparation to which took place in in the last war months – the 220th anniversary of the USSR Academy of Sciences celebration. Preparation for this jubilee celebration was complex one, engaging various specialists and reflecting different directions of scientific development in the country. Large-scale book and rare archive documents exhibitions in which the best library specialists of the USSR Academy of Sciences took part displayed successes of the Russian science. These jubilee arrangements were to demonstrate the history of the development of science in Russia and the Soviet state power having won the severe war. When arranging jubilee celebrations the USSR Academy of Science librarians used the experience acquired while organizing famous scientists books’ exhibitions in the most difficult period of the Great Patriotic War. There were exhibited book treasures from the collections of academic libraries and archives as well as the results of studies of soviet scientists, foreign scientific publications that included native scientists’ articles. These exhibitions took place in Moscow and Leningrad – the cradle of the Russian Academy of Sciences. During this hard war period, the State allotted considerable resources for the jubilee arrangements, attaching great importance to international contacts of native scientists, showing their impact into the global science. The jubilee exhibitions revealed the big potential of the USSR Academy of Science libraries in spite of the enormous stuff and resources loss during the war. The experience of holding events on celebrating the anniversary of the Academy of Sciences of the USSR in 1945 may be useful in organizing work on the upcoming 300-th anniversary of the Russian Academy of Sciences in 2024.

Abstract

The article is intended to draw attention to problems common to all existing libraries: forming and picking out personal collections from ones that are more common, their history of existence study, identification, assigning in a single collection, preservation, popularization and accessibility to modern readers. The work is devoted to the theme of personal libraries in the era of paper books and digital technologies and includes materials presented in the series of webinars “Bibliosphere: New Formats” held by the State Public Scientific Technological Library of SB RAS in the summer of 2020. By a personal library the authors mean an ordered collection of books and other documents (electronic, handwritten, etc.), belonging to an individual or family, formed by him / them for personal use. The problems presented in the article concern personal libraries formation in the late XIX – early XXI century: composition and design peculiarities of bibliophile collections; practice of using stamps as a sign of ownership on books; variety of marking personal book collections (super ex-librises, ex-librises, owner’s inscriptions, owner’s stamps, owner’s and book signs); approaches and preferences of personal libraries’ owners; fortunes of books and bibliophiles; problems of book collections preservation in the stocks all over the world; demand for personal collections by contemporaries: researchers, librarians, bibliophiles, readers/users.

Abstract

The legal deposit copy, obliging each recipient to provide its eternal preservation, has always guaranteed the completeness of joint library resources, formed by native libraries. In course of time, a new approach proved itself: if it were undesirable and, moreover, impossible in the conditions of stack crisis to preserve constantly everything published, the depository libraries should be given the right to choose materials having permanent information, cultural and historical value. It determined the necessity of partnership between libraries of different types and kinds, coordination in document resources formation, other activities aspects. However, a number of legal juristic acts and financial documents, adopted in the previous decade, changed the paradigm of interrelations between institutions of different financial forms. Profiling their resources, libraries of higher educational institutions consciously limit subjects and types of editions as well as depth of their retrospection with due regard for possibilities of satisfying their users’ wide information needs by the stocks of other – basicly large universal scientific – libraries. For all that, practice of stocks formation even in SPSTL SB RAS indicates of the short supply – because of small circulation of this literature, lack of proper information and non- receipt of legal copies, etc. – of scientific editions of this segment. Statistic data formed on the base of a number of Novosibirsk State Universities publishing repertory as well the results of the analysis of this segment of SPSTL SB RAS stocks could serve as an obvious case. We suppose that it is necessary to cumulate statistical data on other basic universities of the Siberian Federal Region (SFR). That will permit, from our viewpoint, not only to determine with a high degree of certainty modern completeness and guality of SPSTL SB RAS’ stock formation as the receiver of the legal deposit copy, but also to formulate perspectives of interaction between all the actors of the territorial scientific-aducational complex.

Abstract

The issues of reducing time and labor costs for document processing, expanding and improving the quality of bibliographic records (BR), library products and services continue to be actual in Russian libraries. To accomplish these tasks, various projects of corporate library interaction are being implemented, aimed at solving the issues of acquisition, cataloguing, creation of central and distributed catalogs and user services. Library cooperation in cataloguing allows providing libraries with the possibility of mutual records use with their subsequent improvement and promotes unification of BR elements. The purpose of the article is to identify the problems that hinder the effectiveness of creating and using electronic catalogue BR in SPSTL SB RAS. It also shows the difficulties faced by the library cataloguers when borrowing records from the Russian Book Chamber database (RBC DB). It is noted that by borrowing records from the RBC DB, SPSTL SB RAS provides an opportunity to use its EC to the libraries of the research institutions of SB RAS (SRI of SB RAS). The article also demonstrates the experience of the Unified Automation Center (UAC) of SPSTL SB RAS, which contains information resources of libraries of the research institutions of SB RAS. Electronic catalogs and databases of these libraries are presented on the website of SPSTL SB RAS in the «Electronic catalogs and databases of the Library System of the research institutions of SB RAS». The conclusions are made that when borrowing records from the library electronic catalogs, the question of their quality and uniformity is left open, using the technology of corporate cataloguing brings significant advantages to the work of libraries. On the one hand, it allows to save labor and time resources by ready-made records of the RBC DB, on the other hand – to provide an opportunity to use BR by other libraries, while advertising their own information resources.

Abstract

The search for the requested document is one of the most important processes in the provision of interlibrary services. At the same time, it becomes quite difficult to conduct search procedures in a variety of information retrieval systems (IRS) that operate according to certain rules. This problem requires constant study as new technical search solutions are emerging that need to be mastered by experienced users and novices in the expanding digital workspace. The purpose of the article is to show the existing possibilities for improving the quality of information retrieval in the IRS to meet user orders. The objectives of the research are to uncover the main causes of users’ dissatisfaction with information search in interactive systems and to identify ways to improve them. A brief overview of the history of development and transformations in the use of the reference and retrieval apparatus in interlibrary services is given. Positive changes were noted in the search for documents related to the use of information and communication technologies, as well as the contribution of employees of the information and library sphere to the creation and operation of electronic catalogs. The profound interrelationship of the processes of interlibrary services, the relevance of searching and the implementation of high technology is emphasized. Special attention is paid to the analysis of foreign scientific publications 2015–2019. They covered the use of IRS, search models, the dissatisfaction with search, the improvement of efficiency and modernization of systems, the prospects for their development. The article summarizes scientific and practical results of information search in relation to interlibrary services in domestic and foreign online systems of information and library institutions. The novelty of the article is that it focuses on the study of the effectiveness of IRS, which fundamentally affects users’ satisfaction with interlibrary services.

Abstract

The article provides a brief overview of library local lore activity with an emphasis on the local lore direction in book studies and bibliography of the Siberian- Far Eastern region; names organizations providing information support for local lore activities of libraries; lists local lore resources on the websites of regional libraries in Siberia and the Far East. Special attention is paid to the resources generated by the State Public Scientific Technological Library of Siberian Branch of the Russian Academy of Sciences, which is the center for information support of local history research in Asian Russia, and obtains unique techniques to create regional databases, as well as highly qualified specialists. It presents a list of databases providing information support of theoretical and practical aspects of local history activity in the regional libraries. Authors give a detailed description of DB “Scientific Sibirika”, which includes regional material on a wide range of local history: history, ethnography, economy, nature and natural resources of certain territories of Siberia and the Far East, Arctic. It is shown that theoretical and methodological research in the field of library local history, individual persons, are presented in the “professional” DB “Librarianship and bibliography in Siberia and the Far East”, which has a special heading “Local lore activities of libraries in Siberia and the Far East”; the bibliologic direction of local lore is implemented in the bibliographic DB “History of books and book business in Siberia and the Far East”. The paper concludes about the importance of library local history in the library activities, and the need to attract information resources of large libraries for more complete implementation of local history research.

Abstract

The decree of the President of the Russian Federation declared 2019 as the Year of Theatre. Libraries traditionally participate in promotion of theatre art, provide their places for plays, hold art meetings, organize theatre clubs, and use theatrical tools in club activities to hold public events. The article objective is to identify and characterize types, forms, orientation, and specifics of cultural, educational, and leisure activities implemented by the central universal scientific libraries of the Siberian Federal district (SFD) as part of the Year of Theater. 10 central libraries were chosen to be analyzed: Altai Regional Universal Scientific Library named after V. Y. Shishkov (Barnaul), Irkutsk Regional State Universal Scientific Library named after I. I. Molchanov- Sibirsky, State Scientific Library of the Kuzbas named after V. D. Fedorov (Kemerovo), Krasnoyarsk Regional State Universal Scientific Library, Novosibirsk State Regional Scientific Library, Omsk State Regional Scientific Library named after A. S. Pushkin, National Library named after M. V. Chevalkov (Gorno- Altaisk), National Library of the Tuva Republic named after A. S. Pushkin (Kizil), National Library named after N. G. Domozhakov (Abakan), Tomsk Regional Universal Scientific Library named after A. S. Pushkin. The source bases of this study were public plans and reports of libraries, news and events reports posted on the official libraries websites. The theatre topic reflects itself in preparing various libraries exhibitions, chronographs publications, organizing meetings with culture and arts figures, clubs work, organizing competitions, cultural and educational events and projects, holding festivals. Sociocultural event “Library Night 2019” aimed at supporting reading was a bright manifestation of the “Library + Theater” union. Libraries used the following forms of events: performances, concerts, lectures, master classes, exhibitions, excursions, quizzes, competitions, playgrounds. The events held during the Year of Theatre varied in content and combination of traditional and new forms; had strongly marked book and reading popularization; were oriented on different age groups, interactive; used many multimedia products. Although the chosen forms of the events are alike, the fact that each library has its unique content based on local history makes special cultural and leisure activities of every library.

Abstract

Information consulting is very important in the effective implementation of business processes. Its emergence provides an opportunity to talk about new trends in the management and development of socio- economic processes in Azerbaijan. Information consulting is a dynamic, interactive process that facilitates teaching and research in which librarians and information professionals have a common language. Librarians need to be effective advisors to stay up to date. Libraries and librarians who are not effective in business processes will, of course, be left out of these processes. Information consulting is a model that reflects both the classical and experimental period of libraries. The title “Information Consultant” reflects a business approach to information services. The importance of information consulting is that the consultant is very valuable for clients and their businesses by interacting extensively with clients and actively supporting their information needs. Information consulting transforms the business goals of leading companies into innovative solutions. In the past, information consultants were usually librarians who conducted a full survey for clients and prepared the information. For decades, information consultants were considered to be the ones who conveyed accurate information by examining obscure information. Companies hired them to find information in libraries that was difficult or too expensive for staff. However, as information technology advances, information consultants are required to provide information in a narrower range, i.e. on only a few key topics. During this period the librarian’s help is needed in any field of research. Because libraries have more opportunities to conduct research in any field of knowledge. Otherwise, it will take a lot of time to find the relevant area, which can be more useful, by obtaining the necessary information and moreьdetailed information from the innumerableьinformation. The creation of the Internet inьlibraries has stimulated the development ofьconsulting services for various categories ofьreaders. This requires professional knowledge of modern technologies from the library staff.

Purpose. The purpose of the article is to analyze the role of library activities in the formation of the business environment and information support in the field of management and business, study the features of information consulting in the information support of the business environment and ways to improve the efficiency of libraries inthe field of information support for business structures.

Methods. Methods of research- complex methods were used in preparing the article. Profiled publications were analyzed and structural analysis, method of analysis and synthesis, method of interpretation were used. In the course of the research, the experience of National Library of Azerbaijan named M. F. Akhundov was taken as a basis, attention was paid to the results of observations. At the same time, the methods of interviewing, questionnaires and interviews with users of bibliographic information in the relevant field were discussed.

Results. In the process of providing information and consulting services, there is a tendency to improve traditional information products and services through the intellectualization of information and library activities, the use of new technological approaches and the perception of more complex consumer requirements by library specialists. Thus, library specialists can determine priority types of services, based on the requests of readers, and, on their basis, forecast and develop information and consulting activities. Determining the specific benefits of these services, that is, their assessment and monitoring allows the library to manage its activities, to determine its strategy depending on the current situation.

Scientific novelty. This article is the first article examining the activities of library consulting centers in providing information to the business environment in the Republic of Azerbaijan. On the basis of marketing research, specialists of the National Library of the Republic can determine priority types of services in accordance with the requirements of readers and develop on their basis information and consulting activities through forecasting. Evaluating and monitoring these services allows the library to manage its activities and determine its strategy depending on the current situation.

Abstract

Changes taking place in the society have a significant impact on libraries functioning. The areas of activities of scientific libraries that provide information support to scientists and specialists are expanding and modifying, which requires upgrading professional competencies of employees, causing constant professional development of their human resources and intensifying methodological support of activities. The State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS), being the scientific and methodological center of the Siberian Branch of the Russian Academy of Sciences (SB RAS) libraries, initiated work on elaboration of a concept for developing human resources of libraries included in the library system (59 libraries of local library subsystems of Novosibirsk, Buryat, Irkutsk, Kemerovo, Krasnoyarsk, Omsk, Tomsk, Tyumen and Yakutsk scientific centers). The article presents a draft concept proposed for discussion, which provides characteristics of the current situation. The concept defines goals, objectives, principles, directions, mechanisms, organizational and functional structure, targets for the development of human resources potential of SB RAS libraries, as well as vectors of development of SPSTL SB RAS methodological work with the staff of libraries of research institutions. Attention is paid at the development of vertical and horizontal coordination relationships (organizational, functional, methodological and technological), a set of measures is determined that are to ensure the project implementation and the set of goals achievement, lists of librarians’ competencies are proposed. Based the results of the discussion of the document in the library community, elaboration of the strategy for the human resources of SB RAS libraries development is planned, which implementation will increase the efficiency of information support for the scientists and specialists of scientific institutions.

Abstract
Editorial board members (EBMs) of academic journals have been frequently studied for better understanding the principles of their functioning, impact on editorial policy, publication ethics, and entire scientific progress. One of the promising trends is to quantitatively evaluate the contribution of EBMs to the scholarly output of parent journals. This paper represents the results of the study on publication activity of editorial board members of the Russian Library and Information Science journals. To detect a share of papers by EBMs in the journal’s scholarly output, we studied a share of EBMs papers in parent journals and other sources. Generally, we detected the active participation of EBMs in increasing scholarly output of parent journals. We also studied the publication activity of foreign members of EBMs in Russian journals that turned out to bedramatically low. Formal involvement of foreign researchers to enhance the level of journal’s internationalization may explain this situation. It is shown, that the fact of publication fails to significantly impact on journal’s ranking positions. The scientific quality of EBMs papers has proved to be of higher value: in case of high quality of EBMs papers, the number of readers and citations start to increase. On the other hand, uncited papers by EBMs have the lowest or even negative effect on the journal’s rank. The findings can be of interest to editors-in-chief and founders of academic journals.

Abstract

The article deals with the history and current state of methodological activities of the Tomsk regional universal scientific library named after A. S. Pushkin – the methodological center for open to general use public libraries – from 1930 to 2019. It observes the matter and peculiarities of the regional library scientific- methodological system during this period. It is noted, that a transition from the directive style of library management to the interaction of regional and municipal levels of management has taken place. In modern conditions, innovative forms have been introduced into the work of the methodological service, which is an important factor for the further development of the regional library business. Innovations have affected the system of professional development. An educational and methodological center has been created within the methodological department, which activity demonstrates new approaches to the educational function. For the effective work with young librarians, the club of online communication “#Profichat” has been organized. The website “Professionals” is also in demand, created to inform library workers of the region about events in the library activities of the country and the region. The most important achievement of TOUNB methodological service is its participation in the national project “Culture”, which is highly effective: a new generation of libraries has appeared in the region, and about 40 employees of regional libraries have improved their skills in Federal libraries. The restraining factors in the methodological activities development are lack of methodologists in a number of central library systems and insufficiency of publications that address issues of development and organization of scientific and methodological support for libraries.

Abstract

System of knowledge management stability under the conditions of dynamic changes of social medium objectively depends on the so-called “code of values” or “culture”. Goals of the system functioning, priorities of development, criteria of quality and effectiveness of activities in achieving these objectives depend on the prevailing paradigm in realizing tasks facing the object. The ever-growing stream of information makes the process of taking decisions more and more complicated. Modern research library is a very important structural element of the knowledge society because, on the one hand, it provides free access to information, achievements of science and arts, on the other hand – actively takes part in developing informational and communicational infrastructure as well as science and education. However, to be a direct productive force information has to transform into knowledge. This problem becomes more urgent in the context of the global paradigm – the economy based on knowledge. In this connection on the new stage of social evolution significance of social institutions, including libraries, engaged in producing, storing, processing and disseminating knowledge for their subsequent practical application is growing. The aim of this article is to give a brief review of publications, devoted to building up the system of knowledge management and the place of library in it. Methods, used in the research are: content analyses and generalization of native and foreign publications on the above mentioned problem.
